Karen R. Piper Mitchell, Deputy State’s Attorney, joined the Charles County State’s Attorney’s Office in 1999. She graduated from Duke University and Georgetown University Law Center.
Constance B. Kopelman, Assistant State’s Attorney, received her law degree from Georgetown University Law Center. While in law school, she clerked for a summer in the U.S. Attorney’s Office in Boston, Massachusetts.
Tiffany L. Campbell, Assistant State’s Attorney, has been with the office since September 2007. She received her undergraduate degree from Loyola College in Baltimore, Maryland in 2003, and graduated from the University of Baltimore, School of Law in May 2006. Prior to joining the State’s Attorney’s Office, Ms. Campbell clerked for the Honorable Michael P. Whalen, Prince George’s County Circuit Court.
John A. Stackhouse, Assistant State’s Attorney, is a graduate of Gettysburg College and received his Juris Doctor from St. Thomas School of Law in Miami, Florida. Mr. Stackhouse served in the Charles County State’s Attorney’s Office from 2008 to 2020. He then worked in the St. Mary’s County State’s Attorney’s Office from the end of 2020 to early 2023. Mr. Stackhouse rejoined the Charles County State’s Attorney’s Office in 2023.
Jonathan P. Beattie, Assistant State’s Attorney, received his Bachelor of Arts Degree from Boston College in Chestnut Hill, Massachusetts in 2006. He received his Juris Doctor with Honors from The George Washington University Law School in Washington, D.C. in 2009. Prior to joining the Charles County State’s Attorney’s Office, he clerked for the Honorable Steven G. Chappelle in the Circuit Court for Charles County. He joined the State’s Attorney’s Office in January 2011.
Blaec E. Shaw, Assistant State’s Attorney, graduated from Syracuse University in 2011, where he earned a Bachelor of Arts degree in Political Science and History. He received his Juris Doctor from The Catholic University of America, Columbus School of Law, in 2016. Prior to joining the Charles County State’s Attorney’s Office, Mr. Shaw served as an Assistant State’s Attorney in Prince George’s County, Maryland.
Michael A. Gerst, Assistant State’s Attorney, earned his Undergraduate Degree from Towson University. While in law school, he interned with the Baltimore County State’s Attorney’s Office and served as a student legal intern in the Veteran’s Law Clinic at Widener University School of Law. Michael graduated from Widener University School of Law in 2012. Following his graduation, Michael interned at the Office of the Public Defender and in the Office of the Attorney General as a volunteer attorney in the Tobacco Enforcement Division. Michael began his career as a prosecutor in the Calvert County State’s Attorneys office in June 2014. Michael served in the District Court, Juvenile Court, Circuit Court and at the end of his tenure with Calvert County, ran the Domestic Violence Unit. He joined the State’s Attorney’s Office in 2022.
Vishnu Yogendran, Assistant State’s Attorney, earned his undergraduate degree from The University of Maryland. He graduated from The University of Baltimore School of Law. He joined the Charles County State’s Attorney’s Office in 2022.
Charmayne D. Clark, Assistant State’s Attorney, earned her undergraduate degree with a double major in Biology and Political Science from Radford University in Radford, Virginia. She earned her Juris Doctor from Washington & Lee University in Lexington, Virginia. Following law school, Ms. Clark worked at Fort Myer Construction in the General Counsel Division. Following the position with Fort Myer, Ms. Clark started a real estate company, Clark & Associates Real Estate, and served as principal broker. Ms. Clark also was in private practice specializing in real estate, contracts, and business. Ms. Clark also served as an Administrative Law Judge in Prince George’s County’s Department of Permits, Inspections and Enforcement. She joined the Charles County State’s Attorney’s Office in 2022.
Cory J. Gutterman, Assistant State’s Attorney, graduated from the University of Maryland, College Park in 2017, where he earned a Bachelor of Science in mathematics. He graduated from both the University of Detroit Mercy School of Law in Michigan and the University of Windsor in Ontario in 2020, earning a Juris Doctor from each institution. After earning his juris doctors, he completed a two-year clerkship with the Hon. Judges Brian D. Shockley and Beau H. Oglesby of the Circuit Court for Worcester County. He joined the Charles County State’s Attorney’s Office in 2022.
Reid A. Ostrom, Assistant State’s Attorney, received his Bachelor of Arts degree from Washington and Lee University and his Juris Doctor from The George Washington University Law School. He joined the Charles County State’s Attorney’s Office in 2022.
Chloe M. Dopico, Assistant State’s Attorney, graduated from Rutgers University in 2019, where she received her Bachelor of Arts in Political Science and Journalism & Media Studies. She earned her Juris Doctor at The Columbus School of Law at The Catholic University of America and graduated in 2022. Ms. Dopico joined the Charles County State’s Attorney’s Office in 2022.
Alexa R. Casavecchia, Assistant State’s Attorney, received her Bachelor of Science degree from Frostburg State University and her Juris Doctor from the University of Baltimore School of Law. Following law school she worked for a personal injury law firm. She joined the Charles County State’s Attorney’s Office in 2023.
Laura A. Caspar, Assistant State’s Attorney, is a graduate of St. Mary’s College of Maryland, and received her Juris Doctor from the University of Baltimore School of Law. Mrs. Caspar served in the Anne Arundel State’s Attorney’s Office from 2006 to 2011. She then worked at the St. Mary’s County State’s County State’s Attorney’s Office from 2011 until 2023. Mrs. Caspar joined the Charles County State’s Attorney’s Office in 2023.
Edward H. Stickles, III, Assistant State’s Attorney, received his Bachelor of Arts in Criminal Justice from Rutgers University and obtained his Juris Doctorate from Thomas M. Cooley Law School Tampa Bay Campus. Mr. Stickles served as an Assistant State Attorney in the 13th Judicial Circuit of Florida from 2015-2018. Following this, he practiced in civil litigation from 2018-2023 in Florida. Mr. Stickles joined the Charles County State’s Attorney’s Office in 2023.
Randolph A. Malone, Assistant State’s Attorney, received his Bachelor of Science from the University of Alabama and his Juris Doctor from the Washington and Lee School of Law. Following law school, he worked as a law clerk in the Maryland District Court for District Four. He joined the Charles County State’s Attorney’s Office in 2023.
Amia D. Price, Assistant State’s Attorney, received her Bachelor of Arts from the Edward Waters University and Juris Doctor from the University of Maryland School of Law. Following law school, she worked as a law clerk in the Circuit Court for Baltimore City. Subsequently, she worked as a staff attorney for the Maryland Center for Legal Assistance. Ms. Price joined the Charles County State’s Attorney’s Office in 2023.
Jerome Linkins, Assistant State’s Attorney, graduated from the University of Baltimore School of Law in 2015. After graduating, he was part of the inaugural Evidence Review Unit at the Baltimore City State’s Attorney’s office. After passing the bar, he was sworn in as an Assistant State’s Attorney for Baltimore City. After 3 years representing the citizens of Baltimore City, he transitioned to a role as a Victim’s Rights Attorney at the ROAR Center in University of Maryland Baltimore. Mr. Linkins joined the Charles County State’s Attorney’s Office in 2023.
Steven C. Kessell, Assistant State’s Attorney, received his Bachelor of Science degree from Frostburg State College in 1983, graduating Magna Cum Laude. He received his Juris Doctor degree from the University of Maryland School of Law in 1986. While in law school, he clerked for the Honorable James S. Sfekas in the Circuit Court for Baltimore County, Maryland. From 1986 to 2000, he was engaged in the private practice of law. From 2000 to 2015, he worked in the Office of the State’s Attorney for Washington County, Maryland, where he served as Deputy State’s Attorney for 11 years. From 2015 to 2019, he lived and worked in Bishkek, Kyrgyzstan, where he taught law at the American University of Central Asia. He served as Dean of Faculty for 2.5 years. He also served as a legal specialist for numerous rule of law projects administered by the American Bar Association’s Rule of Law Initiative. From 2020 to 2023, he served as an Assistant Attorney General for the Commonwealth of the Northern Mariana Islands. He has also served as a Chapter 7 bankruptcy trustee with the U.S. Department of Justice. He joined the Charles County State’s Attorney’s Office in 2023.
Kate Edmands, Assistant State’s Attorney, graduated with honors from Montana State University, where she earned a degree in Philosophy. Ms. Edmands received her law degree from the Catholic University, Columbus School of Law. Following law school, she clerked for the Honorable Allen Shephard, Circuit Court, Prince George’s County. From 2003-2007, she served as an Assistant State’s Attorney in Charles County, Maryland. Ms. Edmands served as an Assistant District Attorney in Memphis, Tennessee from 2008-2013. She was a criminal defense attorney from 2013-2023. Ms. Edmands rejoined the Charles County State’s Attorney’s Office in 2023.
Evan Tarver, Assistant State’s Attorney, graduated from Rutgers University, where he earned a degree majoring in both Journalism & Media Studies and Political Science. Mr. Tarver received his law degree from Elon University School of Law. Following law school, he worked as a Public Defender in Lexington Kentucky. Following that he clerked for the Honorable Cathleen Vitale, Circuit Court, Anne Arundel County. From 2022-2024, he served as an Assistant State’s Attorney in Anne Arundel County, Maryland.
Percy Manford, Assistant State’s Attorney, graduated from University of Ghana, where he earned a degree in Geography and Resource Development. Mr. Manford received his law degree from Howard University School of Law. Following law school, he clerked for the Honorable Krystal Quinn Alves, Circuit Court, Prince George’s County. Mr. Manford joined the Charles County State’s Attorney’s office in 2024.
