Meet Our Attorneys

Karen R. Piper Mitchell, Deputy State’s Attorney, joined the Charles County State’s Attorney’s Office in 1999. She graduated from Duke University and Georgetown University Law Center.

Constance B. Kopelman, Assistant State’s Attorney, received her law degree from Georgetown University Law Center. While in law school, she clerked for a summer in the U.S. Attorney’s Office in Boston, Massachusetts.

Anita G. Turner, Assistant State’s Attorney, received her Bachelor of Arts degree from the University of Maryland College Park, and her J.D. from the City University of New York. Prior to joining the Charles County State’s Attorney’s Office in 2005, she held positions as a public defender in Brooklyn, NY and Charles County. She is admitted to the bar in New York, the District of Columbia, and Maryland.

Tiffany L. Campbell, Assistant State’s Attorney, has been with the office since September 2007. She received her undergraduate degree from Loyola College in Baltimore, Maryland in 2003, and graduated from the University of Baltimore, School of Law in May 2006. Prior to joining the State’s Attorney’s Office, Ms. Campbell clerked for the Honorable Michael P. Whalen, Prince George’s County Circuit Court.

John A. Stackhouse, Assistant State’s Attorney, received his Bachelor of Arts degree from Gettysburg College in 1989 and is a 1994 graduate of St. Thomas School of Law in Miami, Florida. While in law school, he interned at the Broward County, Florida State’s Attorney’s Office. Following law school, he served as an in-house commercial litigator for a Fortune 50 telecommunications company before working as a partner in a National Law Journal 250 law firm. He joined the Charles County State’s Attorney’s Office in 2008.

Francis J. Granados, Assistant State’s Attorney, was raised in Charles County. After completing grade school at St. Mary’s Bryantown, he attended DeMatha Catholic High School in Hyattsville, Maryland. Mr. Granados received his Bachelor of Arts Degree in 2005 from the University of Maryland, College Park. He went on to attend the Indiana University Maurer School of Law in Bloomington, Indiana. While in law school, Mr. Granados completed internships at the Kent County Prosecutor’s Office in Grand Rapids, Michigan and the Marion County Prosecutor’s Office in Indianapolis, Indiana. He also participated in moot court, trial team, and served as a Managing Editor of the Indiana Journal of Global Legal Studies. Mr. Granados graduated Magna Cum Laude in 2008 and was appointed to the Order of the Coif and the Order of Barristers. He joined the Charles County State’s Attorney’s Office in May of 2008.

Jeremy B. Widder, Assistant State’s Attorney, joined the Charles County State’s Attorney’s Office in 2009.  He received his Bachelor of Arts degree from Brandeis University in Waltham, Massachusetts in 2006. Mr. Widder graduated from Georgetown University Law Center in Washington, D.C. in 2009 and was the recipient of the Greenfield Trial Practice Award. He was also a member of the Mock Trial team in both college and law school. While in law school, he spent two summers clerking in the U.S. Attorney’s Office in Greenbelt, Maryland.

Sophia L. Hollis Ticer, Assistant State’s Attorney, received her Bachelor of Arts degree from York College of Pennsylvania in 1999. She is a 2004 graduate of the Thomas M. Cooley Law School in Lansing, Michigan. While in law school, she completed an externship as a Rule 16 student attorney with the Prince George’s County State’s Attorney’s Office. She started her legal career as an Associate at the Law Firm of Reuben Collins and in 2008, she became an Assistant State’s Attorney for Prince George’s County. She proudly joined the Charles County State’s Attorney’s Office in 2011.

Jonathan P. Beattie, Assistant State’s Attorney, received his Bachelor of Arts Degree from Boston College in Chestnut Hill, Massachusetts in 2006. He received his Juris Doctor with Honors from The George Washington University Law School in Washington, D.C. in 2009. Prior to joining the Charles County State’s Attorney’s Office, he clerked for the Honorable Steven G. Chappelle in the Circuit Court for Charles County. He joined the State’s Attorney’s Office in January 2011.

Katrine H. Bakhtiary, Assistant State’s Attorney, received her Bachelor of Arts degree from the University of Maryland, College Park. She graduated cum laude from the University of Baltimore, School of Law in 2010, and then served as judicial law clerk to the Honorable Amy J. Bragunier, Administrative Judge, Circuit Court for Charles County, Maryland. Ms. Bakhtiary joined the Charles County State’s Attorney’s Office in 2011.

Jared I. Albert, Assistant State’s Attorney, received his undergraduate degree, summa cum laude, from the University of Maryland-College Park in 2010. He received his J.D. from the Georgetown University Law Center in Washington, D.C., in 2013, where he was a member of the Mock Trial team and an editor of the Georgetown Immigration Law Journal. While in law school, Mr. Albert completed internships with the Baltimore City State’s Attorney’s Office, the U.S. Attorney’s Office for the District of Maryland, and the U.S. Department of Justice. He joined the Charles County State’s Attorney’s Office in 2013.

Brandon M. Northington, Assistant State’s Attorney, earned his Bachelor’s degree in Business Management with a minor in Leadership Studies from Hampton University in 2010. Mr. Northington attended law school at Florida A&M University College of Law and graduated in 2013. While in law school, Mr. Northington was a judicial intern for the Honorable Judge Theotis Bronson of Florida and a student attorney in the Office of the State’s Attorney in Orlando, Florida. Mr. Northington joined the Charles County State’s Attorney’s Office in 2014.

Sarah K. Freeman, Assistant State’s Attorney, graduated from Florida State University with an undergraduate degree in 1999. She graduated from Nova Southeastern Law School in 2003. From 2003 to 2013, Ms. Freeman was a criminal prosecutor in the State of Florida for the Fourth and Ninth Judicial Circuits. She joined the Charles County State’s Attorney’s Office in 2014.

Paul A. Halliday, Assistant State’s Attorney, graduated from the University of Maryland-College Park in 2011 where he earned Bachelor’s degrees in both History and Criminology. He then received his J.D. from Georgetown University Law Center in Washington, D.C. in 2014. Mr. Halliday was a member of the mock trial team in both college and law school. He joined the Charles County State’s Attorney’s Office in 2014.

Jessica R. Vining, Assistant State’s Attorney, received her undergraduate degree, summa cum laude, from the College of St. Benedict/St. John’s University in 2009. She received her J.D. from The George Washington Law School in Washington, D.C., in 2014. While in law school, Ms. Vining completed internships with the U.S. Attorney’s Office for the District of Oregon and various divisions of the U.S. Department of Justice. She joined the Charles County State’s Attorney’s Office in 2014.

Andre’ C. Bruce, Assistant State’s Attorney, is a 2008 graduate of the University of Maryland, College Park and a 2012 graduate of the University of Pittsburgh School of Law.  While in law school, Mr. Bruce spent two summers interning at the United States Department of Agriculture, where he was also employed for 2 years prior to joining the State’s Attorney’s Office.

Kallie D. Durkit, Assistant State’s Attorney, graduated from Bowling Green State University in 2013, where she earned a Bachelor of Arts Degree, summa cum laude, in History, Political Science and American Cultural Studies. She graduated from Georgetown University Law Center in 2016. While in law school, Ms. Durkit completed internships with the U.S. Attorney’s Office, District of Alaska, the Environmental Protection Agency and the Alexandria Commonwealth’s Attorney’s Office. She joined the Charles County State’s Attorney’s Office in 2016.

Laura C. Donnelly, Assistant State’s Attorney, graduated from Texas Christian University in 2013, where she earned a Bachelor of Science degree in Political Science and competed in moot court. She graduated from Georgetown University Law Center in 2016. While in law school, Ms. Donnelly completed internships with the Dallas County District Attorney’s Office and the Montgomery County State’s Attorney’s Office, and served in the Georgetown Law Domestic Violence Clinic. She joined the Charles County State’s Attorney’s Office in 2016.
